The Ecuadorian State, within its constitutional legal framework, has established as primary duties the guarantee and defense of its national sovereignty, and ensuring its inhabitants’ right to a culture of peace and comprehensive security. Under this concept, the Security Sectoral Cabinet developed the public policy of comprehensive security, which establishes national defense as a public good and an irreplaceable and permanent duty of the State, as a component of comprehensive security and a guarantee of sovereignty and territorial integrity, preserving the rights, guarantees, and freedoms of citizens.
The political and legal instruments that supported the promulgation of the Organic Law for the Control of National Airspace, published in Official Register 609 on July 26, 2024, constitute a national security strategy aimed at protecting the vital interests of the Ecuadorian State in the suprayacent continental, insular, and maritime space.
This law regulates the surveillance, monitoring, control, and intervention of the Ecuadorian Air Force in its capacity as the National Authority responsible for defending sovereignty and integrity in the suprayacent space, considered a constitutive element of national territory. This measure responds to the new threats affecting the Latin American region, and particularly our country, through the use of aerial and space devices for the commission of illicit activities.
