Model of Convergence and Integration of Telecommunications Services of the Colombian Air Force to Support Coordinated Operations: National Police Case

The Information and Communication Technologies (ICT) sectors are under constant challenges. Challenges that nowadays, with the different technological developments, integrated to the current requirements of customers and business needs, generate the need for interconnection between the different telecommunications platforms. This research will focus its efforts on formulating a solution that allows the convergence and integrity of the telecommunications systems of the Colombian Air Force (FAC, by its Spanish acronym) to the systems of the National Police (PNC, by its Spanish acronym), all this aimed at facilitating the decision-making process during the development of coordinated operations. For this purpose, it is essential that the technologies have the possibility of being updated to the new guidelines of the global market, through the implementation of software and hardware that interconnect the current information systems. It also intends to analyze the information available in different scenarios, both regulatory-administrative, operational, techni- cal, and human talent during the years 2014 to 2016. According to the foregoing, a research process is developed, where the results achieved are interesting. Because the hypotheses stated are significantly validated, according to the results obtained by applying qualitative and quantitative measurement instruments carried out during the research methodology.
Results that showed that the information technology platforms of FAC and PONAL present a divergence, which causes incompatibility to reach an assertive communication for the development of coordinated operations. This research, under the focus of resources and capacities of both institutions, looked for a way to achieve secure communications, evaluating the interoperability between them, in order to obtain higher command and control of operations. At the same time, it intends that the proposed model may be used in future technological developments focused on coordinated operations with other non-military entities, such as the Prosecutor’s Office, Red Cross, Civil Defense, among others.
