La reestructuración de la Fuerza Aérea Colombiana obedece a una decisión estratégica establecida bajo el principio institucional de disposición al cambio, el cual se define como un estado mental que permite abrir el entendimiento de manera amplia para escuchar y evaluar a conciencia y sin prejuicios, nuevas propuestas para adaptar los comportamientos a las circunstancias de un mundo en permanente cambio e incertidumbre, cada vez más apoyado en la tecnología y telecomunicaciones que trascienden las barreras geográficas tradicionales.
