This paper considers the problem of structuring the urban airspace so that UAVs-based urban logistics can be performed efficiently. This problem is important to guarantee mobility and accessibility for all operators. First, a set of assumptions about the organization of the lower layers of the urban airspace is proposed, then an optimal flow assignment problem is formulated, and a heuristic solution approach is developed and its application to a medium size problem is displayed.
