Development of a software prototype according to the “design thinking” methodology for the standardization of the non-aeronautical logistics process at the tactical level in the Colombian Air Force

The Colombian Air Force is a public sector institution with a military pyramidal structure. Its raison d'être is to meet the security and defense needs of the country, in order to contribute to the fulfillment of the essential purposes of the State. Its function is executed by a human resource with a high turnover at different levels of command and impacts institutional planning in the short, medium and long term, promoting growth and management in a complex environment that hinders the fulfillment of its objectives.
This behavior is reflected in the culture and mission of the non-aeronautical logistics process, which rests its management on the daily individual and isolated efforts to provide the necessary means for the functioning of the Military Units and the development of air operations. The present research develops the prototype of a software under the design thinking methodology as an ideal and fundamental tool to standardize and optimize, from the functional and technical point of view, the operation of the non-aeronautical logistic process at the tactical level of the institution.
The software prototype project is developed according to the design thinking methodology, in its phases: (1) empathize, (2) define, (3) devise, (4) prototype and (5) test. The problematic situation was approached for the construction of the solution proposal that materializes with the definition of the documentary scheme, represented in the updating of the organizational structure with respect to the positions and the functions manual, the procedure and the format for the processing of services. This is support for the development of the software prototype that allows standardizing and optimizing the operation of the non-aeronautical logistic process at the tactical level of the Colombian Air Force that, consequently, optimizes the use of resources, improves the work environment, and improves the quality of goods and services required for the operation.
